The Electoral College is not a place or a school. It is an original provision of the Constitution, and is the process through which we elect our President and Vice-President.
The 23rd Amendment passed in 1961 gave 3 electoral votes to Washington D.C. This made a tie in the Electoral College a possibility. While the Constitution is a great document, one of its most controversial provisions, the Electoral College, could come under additional scrutiny if a tie were to occur. I hope you enjoy this site!
